The two types of survey
There are two standard surveys. A management survey identifies asbestos during the normal occupation and use of a building, so it can be managed safely day to day. A refurbishment & demolition survey is more thorough and intrusive, designed to locate all asbestos before building work, refurbishment or demolition begins. Both follow the HSE's HSG264 methodology.
When you need a management survey

It's more invasive because it must find asbestos hidden within structures that the work will reach. This survey is normally required before notifiable work and protects the contractors carrying it out.
What about buying or selling a house?
For a domestic purchase there's no legal requirement, but a survey or targeted sampling is sensible before any planned renovation, especially in a pre-2000 home. If you're buying to refurbish, a refurbishment survey of the work areas gives you certainty before you start knocking things about.
How the surveys differ in practice
A management survey is largely visual with light sampling, carried out with minimal disruption. A refurbishment & demolition survey involves more intrusive inspection — lifting, drilling and opening up — to reach concealed materials, and the area surveyed is usually vacated. Both end with a clear report and register of what was found.
